I don't know about you, but playing around in snow covered mall parking lots, after closing hours, was one of the best ways for me to learn car handling. Four wheel drifting, controlled slides, safe braking with near zero friction, etc. etc. I did it pretty well every chance I got, as it doesn't snow out here every winter, and when it does it is usually gone within a few days. Most parking lots are usually plowed withing12 hours, so there was a small window of opportunity to do it somewhere reasonably safe.
I read this article and feel for the kid, They should have just given him a warning, or perhaps a lighter penalty, (being it sounds like he was previously warned), but to throw the book at him...hmmmm. The experience he may have gained from his goofing off might one day have prevented an accident.

Tough call. I feel for the kid, as an 18 year old male his insurance is probably already criminally high.

I took a CAA driver training course when I was 17 , supposedly it lowered your insurance rates, it had classroom and practical instruction.

I remember the instructor actually encouraged me to do that.... go to an empty parking lot after a snow and practice car control.
